SELECTMEN’S MINUTES
July 20, 2004   

PRESENT: Chairman Colbert, Selectman DeBold, Selectman MacCleery and Assistant Erin Hamer

Chairman Colbert opened the meeting at 7:30pm.     

SUBJECT: Fire Pond
PRESENT: Joe Austin

Mr. Austin spoke with Fire Chief regarding construction of Fire Pond on Trap Road.
Mr. Austin has plans before the planning board for an elderly housing facility.  He plans to include a fire pond as a part of this process.  Mr. Austin has a hearing with the Board of Adjustment regarding the wetland buffer. For the record Chairman Colbert expressed to Mr. Austin construction of the fire pond does not exempt Mr. Austin’s requirements to install a sprinkler system in the new facility.

SUBJECT: Lighting
PRESENT: Kate Hall, Kate Ruoff, Lisa Rounds, Dave Rounds and Linda Rauter   

The group came for an update on hazardous glare. The suggestion came from Chairman Colbert to approach Weathervane by the group to put forth a good faith effort and approach the businesses with their concerns.
A lengthy discussion between the board and group, and a list needs to be put in front of the Planning Board of difficult lighting.   

The group presented the Board with a written proposal of suggested lighting information, requests and questions that would be included on the Planning Board site development application.

Mrs. Ruoff inquired about vandalism on Blackman Road. The Board said it was a civil matter, and it will be handled by the police department.


Subject: Non Public Session- RSA91-1-ASection II (c)
Present: Chairman Colbert, Selectman DeBold, Selectman MacCleery, Assistant Erin Hamer

Motion made by Selectman Richard DeBold and seconded by Chairman Colbert to enter into non public session pursuant to RSA91-1-A Section II (c) for matters which if discussed in public, would likely affect adversely the reputation of any person.
All were in favor.
 
Motion was made to come out of non public session by Selectman DeBold and seconded by Chairman Colbert. All were in favor.

A course of action was discussed.

Motion made by Selectman DeBold and seconded by Chairman Colbert to seal the minutes of non pubic session. All in favor.

GENERAL BUSINESS/BOARD DISCUSSION:

Mr. Kenneally spoke with the Board about small dent that was on the truck when we received from being shipped. The Board feels that Mr. Kenneally needs to speak to salesman about the restoration.  

The Board reviewed the Ferman Conservation Easement. They discussed the following concerns, permanent access to the fire pond, and said ponds professional design includes a drafting pit.

The Board discussed the status of the Hess lighting violation. It will be proceeding to the penalty phase effective July 21, 2004. Selectman DeBold will contact Town counsel for proper procedure.

The Selectmen held a discussion regarding pricing and bidding of road materials for next year.

The Board asked the office to contact the Attorney General’s office to inquire as to
the status of the Trustees of the Trust Funds Report.  

There has been no response received from the Flanders or the mortgagee holders for conveyance of repurchase for the Hilliard Road property. The sealed bid will now need to be prepared.  

The Board signed payroll and accounts payable.  

The minutes of July 13, 2004 were approved as written.     

Legal correspondence, mail and e-mail were reviewed.  

Being no further business, the Chairman adjourned the meeting at 10:40pm.
